Porr and Termomeccanica Ecologia Secure Major Deal for Thermal Waste Treatment Facility
Austrian construction group Porr, together with Italian engineering specialist Termomeccanica Ecologia, has signed a €165 million contract to build a new thermal waste treatment plant at the Włocławek Energy Center in central Poland. The project, awarded by EnergiaNova — part of PreZero Polska — will run for 29 months and represents the consortium’s third major waste-to-energy installation in Poland, following earlier projects in Rzeszów and Gorlice.
Scope of the Project
The consortium will develop six buildings along with a full range of supporting infrastructure on a plot located near the Municipal Heat Energy Company on Zielna Street.
The technological scope includes:

fuel extraction and storage systems

a waste-to-energy boiler

flue gas cleaning technology

a steam turbine
-
slag storage facilities

auxiliary mechanical and electrical installations
Porr and Termomeccanica Ecologia will be responsible for the complete delivery cycle: detailed design, construction, commissioning and final handover.
Capacity and Expected Output
The plant is designed to process 90,000 tonnes of non-recyclable waste per year, turning it into valuable energy. Its output is projected at:

700,000 GJ of heat annually, all of which will be supplied to the municipal district heating network

45,000 MWh of electricity per year, which will be fed into Poland’s National Power System
Cutting Coal Use and Improving Air Quality
The project is a key component of Włocławek’s broader strategy to modernise its district heating infrastructure, reduce coal consumption and improve air quality for its roughly 100,000 residents. By converting non-recyclable waste into usable heat and power, the plant will help strengthen local energy security while supporting Poland’s ongoing shift toward cleaner, more efficient energy sources.
